Having a significant resistive component is useful if the common-mode
circuit you're trying to break already has a capacitive reactance...
you could make things worse with inductive reactance only.

K9YC's paper is very good reading, by the way... everyone who's
watching this thread should read it... very clear and comprehensive.
It covers the above point well...
