Topband: Unknown Intruder

Hello All, 

I am just checking if anyone as heard a new INTRUDER on 1952.00 kHz. It has been reported by a ham in New Jersey. At the time of the report the INTRUDER was S-9+20db. The station seems to be transmitting some type of digital signal. It has been monitored in the evenings

Has anyone heard this?

Understand the Chinese OTH radar for some reason has been quite..
