At PJ2T (a much less rare destination than VK9E or 3B7,
of course, but near salt water just the same) our permanent
650-foot USA/JA Beverage runs within a foot or two of the
the top of an oceanside cliff, 37 feet above the Caribbean.
It works very well. We've tried pennants, flags, K9AYs, and
even have a new DX Engineering 4-square, and our USA
Beverage at seaside works as a Beverage should work in
comparison to those other RX antennas.

I wouldn't plan on running a Beverage across a Bay and
expecting it to work very well directly over the water,
but proximity to the ocean is not a killer of Beverage
performance.
