So are 40M around 7040, and all of 30M. Both are frequented by 
QRPers, many of whom aren't great with CW either. 

FWIW, I don't hear much CW on 160 slower than 20 WPM, and the only 
time I hear much that's faster than 28 WPM is during contests.
