Anyone wanting to load into a tower with some kind of HF antenna on top might want to consider creating a loaded, folded cage monopole like the Collins 237W-1X. (For a picture of one see k0hgw's listing on QRZ.com) This configuration permits the tower to be grounded at the base and provides a very wide bandwidth while the HF antenna acts as the top hat. The length of the cage elements are very uncritical and matching it with a simple L-network is a piece of cake.
