Topband: RF Emission Estimates

I have a project going to get a new tower installed.  The city has a
requirement to show safe levels of RF emissions in the vicinity of the tower
before they will grant a permit.

 

Has anyone else gone through something similar?  I've tried presenting
antenna pattern diagrams, but they have no idea how to interpret those.  Is
there a standard way to estimate RF exposure levels in advance of actual
construction and measurement?
