Jim is correct. You can look in the ARRL Handbook for resistor combination
that will give you the attenuation you desire while keeping the impedance at
a suitable value.

Attenuators for 160M can be built from two carbon resistors for 
pennies.  It's nothing more than a simple voltage divider.
