Actually there are three cases that work:

1.) Where a limited size system has radials are exactly resonant

2.) Where the system is reasonably large, and because of size, has minimal 
(almost no) reactance contribution

3.) The small or resonant system is "tuned" to compensate ground system 
reactance out
