There is a great deal of evidence from multiple sources that the individual 
snowflakes or raindrops don't make electrical noise as they strike 
something, and that the noise is corona discharge.

One thing for certain, I have around thirty bare wire Beverages. My bare 
wire antennas are no more noisier or better than insulated wire in storm, or 
at any time. It's been this way at multiple locations (in Ohio and here) 
since the 1970's, when I first started experimenting.

What is around the antenna makes a great deal of difference, as does the 
height.
