Topband: ARRL CW SS started. Why is nobody on 160?

About 25 years ago I was the only station in the VI on CW SS and in 
protest to the ARRL's contest policies I was exclusively on 
160....problem was that there was no spotting back then and I only 
worked a dozen stations. I would do this again but now VI is no longer 
rare as it was then.
