Topband: Skywave vs. Earth Conductivity

The link below shows the transmit site used by WFAN (which is diplexed with 
WCBS into the same vertical monopole).  The site is located on a small 
island in Long Island Sound.

The horizontal distance along the surface of this island on the ENE radials 
reaching the sea water of Long Island Sound is about 300 feet from the base 
of the monopole.  So toward that azimuth sector, this transmit site is about 
as close as practical for claiming a "vertical on a beach."

The groundwave fields from this site are strongly affected by the nearly 
100% sea water path lengths to the ENE, down Long Island Sound.  However the 
radius to the FCC 0.25 mV/m skywave values shown in the link of the OP show 
no enhancement in that sector over those fields radiated in any other 
azimuth.
