Topband: DX condx better higher in the band?

Remember, in the US amateurs are now allocated the entire band, 1800-2000 kHz as primary users. Radiolocation is officially gone, although other than the fishnet beacons, they have been absent for years, made obsolete by the GPS system. Here in the US, there is virtually zero activity by other services between the top of the AM broadcast band and the bottom end of 160, even though this spectrum remains allocated to Radiolocation. Also, little or no activity of any kind heard between the top end of 160 and WWV at 2.5 MHz.
Who are the protected users of this spectrum in EU, that keep power and frequency restrictions on European hams, not unlike those N. American suffered when we shared the band with LORAN?
