The issue with horizontal wire and the ground is the fact that the reflected signal from the ground is 180 degree out of phase, (-1 in the formula) and with a good ground conductivity the current in the wire and the current in the ground will deeply cancel each  other. That’s why any horizontal wire very near the ground only receives along the wire and vertical polarized.
