It didn't, it is still in play. Profiting from Ham radio by using the air waves for business purposes is what is illegal. For example If I use ham radio to dispatch taxi cabs or to call my employees that are on the road to send them to their next job, or to handle traffic between to people involved in business where the communications are commercial in nature. This is what is illegal. To "rent" a station to another person to carry on normal LEGAL communications on the ham bands is perfectly legal. Trust me I know, the RHR guys have been through this and the FCC is well aware and there is no issues. Is selling a ham radio transceiver or amplifier or any such accessory to carry out radio communications illegal? No. SO why would culminating all this apparatus owned by one entity to be used by another ham for profit be illegal?
Remember back in the Golden Years when it was STRICTLY FORBIDDEN to profit
from "amateur radio"???? When did that go away???

Amen Herb!!

Yes Jim, ALL of our stations require those outlays, but we don't make money
from them!
