Topband: 160/80 vertical

Hello everyone 
In On4un low band DXING book there is a antenna I would like to try 
This antenna is in the vertical section in my old copy on page 9-26 fiqure 9-32
This antenna consists of a vertical section of 27 meters with 4 radials 27 meters using a cap and a coil to switch between 160 and 80 meters.
What may these values of L and C be . John doesn't give the values .
