US1Q called me during the contest and was much too loud to be in the Ukraine. I am quite sure that he was using a remote TX station in the USA.
This would be a question for the contest administrator to decide on.

personally I don't "get it" (don't understand)

They are only really fooling themselves and it's themselves that stare back
at them in the mirror every morning.
