Pete the simplest method is to shorten the resonance of the antenna before adding the shunt to around 1.9mhz. Then use a variable L to find the correct value. Measure its inductance and replace it with a fixed value of the same. Job done. 73 Clive GM3POI

Thanks to everyone who responded to my message - lots of good ideas.  I 
think my favorite was the one about tapping a shunt coil from both ends, 
alternately, to bring both the radiation resistance and the resonant 
frequency in line.
