I fully concur,  assuming it is a quarter wave, vertically fed, with as much vertical as possible, and with a good array of radials (ideally quarter wave), the current will predominantly be in the vertical. Hopefully the vertical is 60ft Plus, by the way .
I have used loading coils in the past, if you can't get a full quarter wave out; I would put it at the top of the vertical ideally, not at the base
A T arrangement does indeed cancel out any horizontal radiation, it depends on what space your friend in Laos has
We've used L and T at MD4K,    lastly with a 26m Spider pole, but this is FD style for us in a large field, so not done for a while now
