When I build a 1/4 wave sloper, I buy a dipole "kit" with a center
insulator with a coax connector (not a balun!) and use one side for the
sloper & run the other side down the tower.  I have not noticed any rust
where it is taped to the legs of the tower.  I see no need to bond it to
the tower at each joint.
