[TowerTalk] Ground for Vertical

     I have a friend that lives close to the ocean.  He is planning on 
     installing a vertical that will have salt water on three (3) sides.  
     His idea is to place a 4'x6' copper sheet in the water and ground the 
     antenna to it, instead of using radials.  Is the a good idea?  What is 
     the best way to install a vertical near salt water?  Do you run 
     radials and if so, how?
