Of course that's what it means...just read the NEC Handbook.  But, 
this is a typical response from Building and Zoning Inspectors when
they don't want you to put up a tower.  They like to pull the same BS
with the BOCA Code which refers to 12 foot above the roof for tv
antennas and masts, but is not applicable to ground mounted towers.
