Paul is right on.  Any organization that accepts advertising can never
be impartial.  So what's to do?  How about a consortium of ham clubs
getting together and hiring an impartial third party to perform the
tests?  In the business world there are lots of independent trade
associations which perform similar duties.  Why not us?
