[TowerTalk] Info about Mosley RV4 antenna ?

One of my friends has a Mosley HF vertical antenna
model RV4(rk). He has only few pages of the manual
and he's asking:

* what is the power rating
* can be antenna mounted elevated at 15-20ft with radials
  at a 45 degrees angle or only on the ground with horizontal
  radials ? What are the Mosley recommendations on this issue ?
