i don't have my force-12 catalog with me now, but i think the c3S has 
a 12 foot boom, and might be just what you're looking for!  i had to 
move my tower many years ago because the tip of an antenna violated a 
neighbor's "airspace" by a few inches.  i'm better off for it!  i 
envy the 70 foot tower... mine's 36... but i can turn a c4xl without 
going over any property lines!
