Scott,
I recommend cold galvanizing and painting over the cold galvanize.  I also
recommend that you NOT sandblast the tower unless its absolutely necessary
because you will lose even more galvanizing as a result!  Best approach is
wirebrush and sandpaper unless virtually all of the galvanize is gone.  

Suggest you call the American Galvanizers Assn (303)750-2900 and ask for a
copy of their excellent pamphlet: "Painting Galvanized Structural Steel"
