The voltage differential should be small and therefore little likelihood
of arcing....I used to do this to tune our college club station's 75/80M
dipole between cw and ssb....placed insulator at 3.8 MHz tuning point
and wrapped wire back on itself for ssb, and wrapped wire along rope
for cw. Never had any problems.
