I will also recommend Scotchkote. We used it on our marine seismic
cable and it worked great. First wipe cable dry. Apply layer of
Scotchkote, apply Scotch 33 electrical tape with each wrap being
2/3 or so overlap of previous, apply more Scotchkote and another layer of 
tape in opposite direction. Sometimes we would apply a 3rd layer but not 
usually.
