The crackling could be coming from the antenna itself.  I have heard of
that happening before.  The fact that the other antennas are unaffected
would seem to point in this direction.

Some of the fiberglass antennas have shown that problem around here in
the past. A Butternut vertical with a bad connection also exhibited
noise during windy conditions.

My suggestion would be to try a different VHF antenna and see what
happens.
