Takeoff angle is determined ONLY by antenna HEIGHT, 
not type of antenna.  Your height of 13M is excellent for
daytime operation, often better than higher antennas.
NO  SINGLE  HEIGHT will cover ALL the angles supported 
by the ionosphere.  Both high and low antennas are needed
due to enhancement and cancelling effects of ground reflections.
(This assumes horizontal polarization!)
