Well, not to quibble too much about the definition of "resonance", a
wire is resonant when it presents a purely resistive load with 0
reactance to a signal generator.

An ungrounded 1/4 wave long wire meets that definition completely, and
should show about 37 ohms impedence. This varies with soil and radial
composition, ect.
