[TowerTalk] Rebar In Tower Base

Anyone in the construction  crafts ever install nice clean shinny Rebar.

Tied most of it, once in a while, tack welded it. I never saw any
shinny clean rebar. Always was rusty by the time we used it.
Not getting in weld or tie, just stating facts, not which is better.
