To me, this seems pretty straight-forward.  If the failure involves the
failure of a guy anchor which, in turn, holds all of the guys in one axis,
there's nothing to prevent the tower's falling full-length away from the
failed anchor.  But if the top guys are intact, the tower cannot fall
outside a radius defined by the length of the uppermost guys, which will
always be less than the tower height.  If one upper guy fails, for instance
because of a tree falling on it, then the fall will be constrained by the
lower guys to a similarly-small circle.  A pretty good argument for 2
anchors per side, at least!
