[TowerTalk] Peripheral ground system

OK, experts: The basement is going in.  I'm going to do the full peripheral
ground system per the PolyPhaser books.  Question (the answer to which I
cannot find in the book):  Should the ground wire be at the French drain
level, just below ground level, or does it matter at all?
