[TowerTalk] Broadcast tower failure

I wouldn't attribute too much significance to this particular case. It's
one thing when a wind storm, or mechanical failure causes a tower to
fall, but a tornado? I'd be willing to bet that if it happened 100 times
you'd get 100 different actions.
