In the August Ham Radio, 1974, page 18 the formula

P=0.004 (V)^2   <<(V)^2>> is V squared

is given as the EIA Standard RS-222-B

where P is pounds per square foot and V is wind velocity in miles
per hour. The 0.004 in this formula is said to include a gust
factor and a drag coefficient for flat surfaces.

The exponent (^2) is a function of wind velocity however, and the
value "2" is considered to be good average value for the velocity
range 30-100 miles per hour.
