More recently, declination was a presidental strategy to keep from
explaining the how the angle of the dangle and the torque of the dork added
up to a stain on a dress (certainly not liquid tape). It is what followed
elevation in this case. It's kinda like True North and Olie North, tower
wenches, and such.
