Have you, at a minimum, tried a good quality low pass filter? It may be 
able to attenuate some unwanted products and since the problem 
(neighbors) won’t be rectified without you working on their system, it’s 
worth a try.
The B&W  FL10/1500  low pass TVI filter is pretty decent.
