 You do it in two steps... You calculate the moment of inertia of the tube and
using the appropriate materials table, do the calculations... Then you do the
same for the solid bar of material filling the center... Adding those two
figures gives your total.... (OK you aeronautical engineers and PE's, don't
jump on me I'm discussing basic approachs here, not the really fun details)
