The reason for that is the other half of the antenna is the tower. Without
a large beam with elements grounded to the boom, the impedance at the top
of the tower is so high the sloper has nothing to use for the other half.

Some people are successful grounding the unused wires to the tower, and
using them as a ground or counterpoise.
