Not an expert, but wouldn't a safer (maybe easier) alternative be to drill a
hole for the pier pin and fix it with concrete epoxy? LXC has suggested
doing that for base bolts, so I would think it would be plenty strong enough
for fixing a pier pin. You'd have to cut the old base flush with the
concrete and plug the holes, maybe with some of that quick-dry cement used
for sealing foundation cracks.
