[TowerTalk] Rohn TB3 query.

Guys,

I have a TB3 thrust bearing acquired as part of a
package of stuff.

It has a strange threaded pipe flange attached to
the bottom with angled washers and bolts through
the normal bolt holes.  

Is this normal?  If so why in the world?
