The purpose of the cover concrete cover for rebar is to keep it from 
corroding.  If rebar starts to corrode inside of the concrete it will expand 
and cause spalling of the concrete.  Where concrete is cast against and 
permanently exposed to earth the cover should be 3" min.  And where the 
concrete is exposed to weather the cover for bars larger than No. 6 should be 
2" min for No. 5 and smaller it should be 1.5" min.
