[TowerTalk] Running Tubes into concrete base

Thanks to all of those who responded to my question concerning whether
to run the signal and power tubes into the concrete tower base or not.
The consensus was to keep them to the outside in the dirt to prevent any
problems the tube would make with weakening the base or maintaining the
tubes.
