[TowerTalk] Quads

[Rod Brink]

Occasionally I see 2-element quads that have 2 round metal hoops located on
the boom between the two elements.  These hoops are usually oriented at
right angles to each other.  What are these hoops??  Other antenna elements?
(They seem too small in diameter for HF).  Anybody know?
