[TowerTalk] Military Grounding Handbook

I was able to find the Handbook on the web site.  It indicated that it
consisted of Volume 1 and Volume 2.  I successfully download the handbook
but all that downloaded was Volume 2.  I couldn't find or view Volume 1.
anybody able to get Volume 1?
