[TowerTalk] mounting a tower in water

Up at Dubuque Iowa, or maybe East Dubuque Illinois, is a AM broadcast array
of three very tall towers sitting on an island in the Mississippi River.  I
suspect the bases are under water from time to time.  But why build in the
river when you have bluffs several hundred feet higher on both sides of the
river, unless having the towers feet wet actually helps.
