Neglecting 21 Mhz and 28 Mhz inherent band noises.
Ignoring that solar flux may be much less than now.
Living in a thunderstorm area or very noisy area.
Using an antenna that catches all the possible noise instead of a
directional beam.
Hoping the correspondant hasn't himself accepted an extra loss that's
affecting his signal.
The below statement could apply.
