I had a similar problem. Could even hear the brake disengage. Nothing would 
allow it to rotate. Had to take the rotator down. The ball bearings had some 
crud on them. Cleaned the bearings and races. Lubed everything. Worked 
perfectly thereafter.  Big pain to take the whole thing down and back up. 
There was no easy way.
