This is a situation that is extremely sensitive to height,
polarization, and the specifics of the sloping terrain.
Modeling, using the programs TA(from K6STI) or YT(from ARRL
antenna book) may help. Experimentation is probably even
better. Off the hip opinions are probably useless.
