"Normal Soil" is not a vague term, it is defined in TIA/EIA-222-F. Following
is the definition:
7.1.3 Normal Soil - A cohesive soil with an allowable net vertical bearing
capacity of 4000 pounds per square foot and an allowable net horizontal
pressure of 400 pounds per square foot per lineal foot of depth to a maximum
of 4000 pounds per square foot.
(Note: Rock, noncohesive soils, saturated or submerged soils are not to be
considered normal soil.)
So as you can see 'Normal Soil' is rather well defined. If you are looking

Which is a link to the US Army Corps of Engineers list of engineering
manuals. There are several on soil topics but they can get rather technical.
